Yes. There is no restriction. Anyone can attend and participate in Ganga Aarti regardless of their food habits. However, if you are part of the core ritual team or sitting very close to the aarti, some families prefer participants to be in a pure state (many choose to be vegetarian on that day out of personal respect).
